A Note from Rob Haney, District Chairman

For meetings of the precinct committeemen of Legislative District 11 to be productive and motivating, it is essential that they be conducted well. While the officers bear the primary responsibility for the success of a meeting, the orderly participation of the members at large is essential as well. Our Bylaws establish Robert’s Rules of Order, Newly Revised, as the parliamentary authority for the conduct of our meetings. Since most of us can benefit from a review of Robert’s Rules I have asked our parliamentarian to provide a monthly perspective on some pertinent aspect of the rules. The following“Parliamentary Moment” is second in the series.


A Parliamentary Moment

The Order of Business or Agenda

The moment last month concerned the making of a motion. Attention this month is drawn to the order or sequence by which items are addressed in a meeting. Our bylaws do not establish a particular form for the order of business, which is commonly identified as the meeting agenda. While the bylaws require notification of regular meetings at least ten days in advance, there is no requirement for prior notification of a draft or proposed agenda—although it may be a very good idea to present one.

Notice the terminology of draft or proposed agenda. Robert’s Rules of Order pages 360-363 indicate that while the chairman may present a proposed agenda for the meeting, for it to become binding it must be adopted by a majority vote at or soon after the start of the meeting. Those present may make changes to the agenda before voting to accept it. Once the agenda is accepted it must be followed throughout the meeting unless specific motions are carried to alter it. By a two-thirds vote the order of the accepted agenda can be changed. A member may Raise a Question of Privilege to interrupt pending business to state an urgent request or motion. A motion to Recess for a specified period of time or a motion to Adjourn may interrupt the agenda.
