A Note from Rob Haney, District Chairman
For meetings of the precinct committeemen of Legislative District 11 to be productive and motivating, it is essential that they be conducted well. While the officers bear the primary responsibility for the success of a meeting, the orderly participation of the members at large is essential as well. Our Bylaws establish Robert’s Rules of Order, Newly Revised, as the parliamentary authority for the conduct of our meetings. Since most of us can benefit from a review of Robert’s Rules I have asked our parliamentarian to provide a monthly perspective on some pertinent aspect of the rules. The following“Parliamentary Moment” is third in the series.

A Parliamentary Moment
October 2005

Last month's Moment concerned the order or sequence by which items are addressed in a meeting. Attention today is directed to distinctions among motions to Postpone Indefinitely, Postpone to a Certain Time, Previous Question, to Lay on the Table, and to Take from the Table.

After a main motion is properly accepted, several actions can be taken that affect the course of the debate. The following is a general outline such actions.

The reason for a motion to Postpone Indefinitely is to drop the main motion without a direct vote on it (RONR p.121). This motion is debatable but not amendable and requires a majority vote for adoption. Its adoption kills the main motion and avoids a direct vote on the question. Or in the course of debate on the main motion, subsidiary motions could be made to Amend it or to Commit (refer) it for consideration.

The motion to Postpone to a Certain Time will put off the pending question to a definite hour, day or meeting (RONR p. 172). This motion is both debatable and amendable. A majority vote is required for adoption.

Simply put the purpose of a motion to call for the Previous Question is to close debate on the matter being debated (RONR p. 190). This motion is neither debatable nor amendable. It requires a two-thirds vote for adoption thereby ending debate. The chairman then calls for a vote on the immediately pending question. There are some complexities associated with this motion.

The reason for a motion to Lay on the Table is to interrupt the pending business so as to permit doing something else immediately (RONR p. 201). The motion is neither debatable nor amendable and requires a majority vote. Later in that meeting or the following meeting a motion to Take from the Table can be made to resume debate on the matter in question. This motion is also neither debatable nor amendable and requires a majority vote.

These motions have been presented in the order of ascending precedence.
