A Note from Rob Haney, District Chairman
For meetings of the precinct committeemen of Legislative District 11 to be productive and motivating, it is essential that they be conducted well. While the officers bear the primary responsibility for the success of a meeting, the orderly participation of the members at large is essential as well. Our Bylaws establish Robert’s Rules of Order, Newly Revised, as the parliamentary authority for the conduct of our meetings. Since most of us can benefit from a review of Robert’s Rules I have asked our parliamentarian to provide a monthly perspective on some pertinent aspect of the rules. The following“Parliamentary Moment” is third in the series.

A Parliamentary Moment
November 2005

Last month's Moment concerned the distinctions among motions to Postpone Indefinitely, Postpone to a Certain Time, Previous Question, to Lay on the Table, and to Take from the Table. Attention today is directed to the Significance of a Quorum.

Robert’s Rules of Order, Newly Revised defines a quorum as “the number of voting members who must be present in order that business can be legally transacted.” (p. 334)

For the transaction of business in our regular or special non-election meetings the Bylaws of LD 11 requires the presence of “Fifteen Percent (15%) of the elected or appointed Precinct Committeemen.” (Article IV, Section G) Consequently, the actual number of members necessary to constitute a quorum could vary from meeting to meeting depending upon the then current number of precinct committeemen. So if there are 400 precinct committeemen in the district, a minimum of 60 of them would make a quorum.

Once a quorum is determined at the beginning of a meeting it is presumed to continue. However, if the chair notices that a quorum no longer exists, he/she should make this known. Should a member observe the lack of a quorum, when no one else has the floor he/she can seek to be recognized by the chair and make a Point of Order relating to the absence of a quorum. Once it be determined that a quorum no longer is present, further business cannot be transacted. However, as a rule, the business that has been previously transacted can be considered as valid unless ruled otherwise by the chair. To adjourn or to recess are the only legal actions that can be transacted in the absence of a quorum.

While the above comments regarding a quorum apply to our usual meetings, our Bylaws make the requirement for a quorum at a meeting for the election of officers different in at least three ways. One is that the percentage of members that must be present is based only upon the number of elected precinct committeemen. Appointed committeemen are not counted in determining the quorum. The second difference is the requirement of 25% of the elected PC’s. The third difference is that the quorum can be made up of both those in attendance and by proxy. And there are other special situations that set even different requirements for a quorum.
